TI-56 Add Grafana dashboard showing panel about how bricks get scaled

The Dashboard has been added as a secondary board as it is only usable for analyzing short time ranges. If the dashboard is being used on long time ranges the way Grafana queries the Elasticsearch database will crash the database engine.
