TI-36: corrects handling of brickrunners in controlpeer; also: lots of cleaning up

remove flow & flow_manager from controlpeer
pass config & brick pickled/hexlified in args instead of writing a file
better signal handling (especially on windows)
install brick: check last modified of a brick's local folder against last modified timestamp of pacman, instead of writing/reading that ts into a local file
