The Dashboard has be added as a secondary board as it is only
usable for analyzing short time ranges.
If the dashboard is being used on long time ranges the way Grafana queries
the Elasticsearch database will crash the database engine.

FLOW-101: unregister from grid manager before shutting down; wrap installation of bricks in coroutines

* Prevent installation of platform requirements in each enviroment
* Ensure installation of pip
* Ensure finished requirements installation before BR start

- remove flow & flow_manager from controlpeer
- pass config & brick pickled/hexlified in args instead of writing a file
- better signal handling (especially on windows)
- install brick: check last modified of a brick's local folder against last modified timestamp of pacman, instead of writing/reading that ts into a local file

TI-12 adds possibility to persist state from within a brick by using `brick.adapter.state.set()/.get()`
